In the Bicol Region, much has been said about J. Emmanuel Pastries as an inspirational story and a model for enterprise development. Various business magazines/national broadsheets and television networks have given this firm exposure for its great and sweet success as a producer of confectioneries/delicacies for snacks and desserts. The firm proved to be a strong force in the pili nut industry and remained on top despite the very competitive market. Bicol’s banner commodities include pili, coconut, abaca and bamboo, among others.
J. Emmanuel Pastries traces its humble beginnings as a home-based pilinut processor (with one “bilao” of pili products worth P500) in 1997. With the growing popularity of distinct Bicolano pili products, the firm sought DOST V – Provincial Science and Technology Center (PSTC) – Camarines Sur’s assistance through the Small Enterprise Technology Upgrading Program (DOST-SETUP) in 2003. S&T interventions centered on the acquisition of roasting machine, vacuum sealer, oven, foot sealer, extractor, evaporator, bottle sterilizer and stainless table; gasifier combustion; plant lay-out and design; and training activities on cGMP/HACCP’s compliance. In addition, the adoption of the gasifier, a cleaner production technology developed by DOST-ITDI realized, a 60% savings for its fuel consumption.
The company’s relentless research and development initiatives for product innovation and improved quality resulted to expansion/diversification of its product lines from pili nut confectioneries (crispy/roasted/salted/tart/yema/cake/bar/mazapan/pudding) to coco jam, sesame seed balls, sampaloc candy, banana chips, butter scotch and “puto seko”.
As a corporate social responsibility for environmental protection and conservation, the firm took bold measures by recycling the nut shell as fuel using gasifier combustion and testa as an ingredient in making cookies. This generated increased profit through savings for fuel consumption by up to 60% or about P12,000 per month. Its fifty (50) equally trained and direct/competent workforce with numerous forward and backward jobs created have contributed to the firm’s great success and the development of local industries.
Having gained popularity for its “sweet” success, the company never rested on its laurel and continuously positioned its quality products catering not only to domestic market but to international destinations such as Japan, Korea and USA. Product standards and GMPs are maintained/sustained through the years.
J. Emmanuel Pastries received awards and citations for its sustained leadership in the pili nut industry.  On top of this, Mr. and Mrs. Joseph and Maria Lydia Lomibao were honored in the Top 50 Men/Women of Science given by DOST in 2007.
With its consistent and innovative entrepreneurship and productivity, it has become where it is now, a multi-million SME with gross domestic and foreign sales reaching over P 20 million. This manifests an exponential increase from its initial capitalization of P500. With infusion and adoption of innovative technology production and operation, J. DOST V holds Seminar on Cooperative Development and
Gender and Development (GAD) Updates
In line with the government mandate to incorporate Gender and Development (GAD) in the implementation agency programs and projects, the Department of Science and Technology (DOST) Region held a one day “Seminar on Cooperative Development and DOST-wide GAD Updates” last 31 January 2012 at DOST V Conference Room, Rawis, Legazpi City. This year’s first GAD activity was participated in by sixty (60) male and female employees.
Engr. Manuel Sn.B. Lucena, Jr., Assistant Regional Director (ARD) for Technical Operations (TO) gave the welcome/opening remarks in behalf of Dir. Tomas B. Briňas, Regional Director, DOST V. He stressed DOST V’s support to gender mainstreaming initiatives that promote equal opportunities and empowerment for men and women. Likewise, he extended his gratitude to resource speakers who will shed light on relevant topics/updates as part of the seminar highlights.
The Cooperative Development Authority (CDA) represented by Mr. Ramon E. Mendizabal, Provincial Cooperative Development Specialist talked on cooperative movement, its nature, characteristics, requirements and benefits. He also enumerated certain features i.e. organizational structure, capitalization, opportunities and challenges defining and distinguishing cooperatives from other types of business enterprises in the country. DOST V was encouraged to revive or put up employees’ cooperative considering its benefits to individual members and the regional office as a whole. Successful cooperatives belonging to top ten of over 200 in Albay were cited and the Albay Capitol Employees Cooperative is one of them.
Assistant Secretary and DOST-Wide Focal Person, Ma. Maria Lourdes P. Orijola represented by Engr.  Clarissa Rivera, DOST-Bicutan, Taguig City discussed on DOST-wide GAD program. The creation, strengthening and institutionalization of GAD Focal Point System composed of Agency Head, Executive Committee and Technical Working Group as stipulated in Memorandum Circular 2011-1 was instrumental in mainstreaming gender perspective concerning agency policies, plans and programs; and coordination for synchronized efforts on advocacies and integration of GAD thereto. For 2012, a series of capacity building activities for GAD focal persons and Gender Mainstreaming Evaluation Framework (GMEF) will be conducted.
Engr. Rivera, an officer of the DOST Multi-Purpose Cooperative (DMPC) also shared the activities/updates on DMPC. She stressed on the duties and rights of members and gave the requirements for those who would like to become members. DMPC established for over two (2) decades is now considered a successful cooperative and has extended services to members for the following: 1) loan facility; 2) canteen and catering; 3) store and botika ng bayan; 4) alkaline water distribution and 5) guest house management.
DOST V on its part has continued to support  GAD and implement projects together with the Gender Responsive Economic Actions for the Transformation of Women (GREAT Women) in the Province of Camarines Sur. There are five (5) GREAT Women projects in Bula, Milaor, Gainza, Magarao and Naga City for the technological innovations and enterprise development for Bamboo Processing, Processing and Production of Footwear Using Agas, Food Processing Center for Crab Paste, Ceramics Common Service Facility and Naga City Pili Processing and Packaging Center, respectively benefiting LGUs and the communities.
DOST V’s GAD undertakings foster good working relationship between and among personnel, units and divisions geared toward improved performance and increased productivity in the delivery of S&T programs for Bicolanos (P.O.Lucena/D.A.Pena, DOST V).

DOST V, ATI and NUTRICOMNET Bicol conduct Training
on Production of Culinary Herbs and Spices
On 10 February 2012, the Nutrition Communication Network (NUTRICOMNET)-Bicol, a Department of Science and Technology (DOST) Region V - led organization conducted the Training on Production of Culinary Herbs and Spices, and Meeting at Bigg’s Diner Daraga, Albay. This year’s first NUTRICOMNET major activity was participated in by fifty-four (54) NUTRICOMNET members, media and DepEd agriculture supervisors from the Divisions of Masbate, Masbate City, Catanduanes, Camarines Norte and Tabaco City.
The Agricultural Training Institute (ATI-RTC V), Guinobatan Albay served as the host agency represented by Mr. Cirlo P. Nuyles, Training Specialist III who gave the welcome/opening remarks in behalf of Mr. Efren C. Sabularse, Center Manager.  He stressed that ATI is grateful for the chance to host/sponsor this training activity being a supportive partner to NUTRICOMNET. As Department of Agriculture’s training arm, ATI has 180 training activities lined-up for this year involving agricultural technicians, farmers and non-government organizations in the region.
Dr. Gloria Salazar, DA-RFU V, and Dr. Gilda De. Asis and Ms. Julieta Casaul, CBSUA served as resource speakers and provided the knowledge/information on Culinary Herbs and Spices based on current Research and Development (R&D) undertakings conducted in their institutions. The nature and characteristics, as well as the nutrient composition and health benefits derived from a variety herbs and spices were discussed. Also, they advised the participants to grow these plants in small containers, for home and even indoor garden/landscaping.
Mr. Jose Arnel Obias, Manager, Green Earth Café, Naga City gave a comprehensive lecture on healthy lifestyle with emphasis on Vegetarian (all vegetables, no meat, with or without poultry/dairy products) vis-a-vis Vegan Diet (all vegetables, no meat/poultry and dairy products) and encouraged the group to consume plant-based foods such as fruits, vegetables, grains, nuts and seeds. Actual cooking demonstration on the preparation of soy cream, mint and tomato sauce, vegan pizza and grilled veggies was conducted. His self-made recipes were distributed to members who are willing to try and adopt the vegetarian/vegan cooking. He also served notice that Green Earth Café is now becoming a most-sought after restaurant by health enthusiasts/conscious professionals/businessmen.
